Addressing the Homelessness Crisis

Homelessness causes devastating impacts in the lives and wellbeing of the individuals and families who experience it. Addressing homelessness by providing housing and social services is not just the right thing to do, it also reduces demand on law enforcement, emergency health services, and other City services saving City tax dollars. We are taking bold action to address the crisis of homelessness using a shared strategy across multiple City Departments.

Tucson Pima Collaboration to End Homelessness

The Housing & Community Development Department acts as the lead agency and collaborative applicant for the Tucson Pima Collaboration to End Homelessness, a coalition of approximately 50 government, not-for-profit, and faith-based groups working together to prevent and end homelessness in Tucson and throughout Pima County. The group oversees the distribution of more than $10M in U.S. Department of Housing & Urban Development Program funding supporting housing and other services for people experiencing homelessness in the region.

Coordinated Entry

The Housing & Community Development Department works in partnership with Pima County Community & Workforce Development Department and the Tucson Pima Collaboration to End Homelessness to administer the local Coordinated Entry System. Coordinated Entry provides a single door to shelter and housing services for people experiencing homelessness, prioritizing limited housing resources for the most vulnerable Tucsonans. 

People experiencing or at risk of homelessness can complete a Coordinated Entry assessment and receive referrals to temporary shelter, homelessness prevention services, and longer-term housing support at any Coordinated Entry Access Point. 

Preventing Eviction and Homelessness

Pima County's Emergency Eviction Legal Services team can connect eligible tenants with legal services, help litigants navigate the eviction process, and connect individuals with other resources like job assistance.

Ending Unsheltered Homelessness

The Housing & Community Development department and Tucson Police department work together to address unsheltered homelessness in the Tucson area. Both departments employ homeless outreach teams which are sent to places where people experiencing unsheltered homelessness to provide resources and connections to emergency shelter and other services. 

The Tucson Fire Department’s Tucson Collaborative Community Care (TC3) program provides outreach, referrals, and support for community members who frequently use emergency services, including people experiencing homelessness, to reduce demand on the 911 system and connect community members in need of services to appropriate community providers. 

The Housing & Community Development Department administers programs for people experiencing or at risk of experiencing homelessness through a variety of federal grant programs including the U.S. Department of Housing & Urban Development’s Continuum of Care, Emergency Solutions Grant, Housing Opportunities for Persons with AIDS, Community Development Block Grant, and HOME Investment Partnerships programs. 

Through these programs, funding is provided to local non-profit organizations which provide outreach, homelessness prevention, emergency shelter, transitional housing, rapid rehousing, permanent supportive housing, case management, and wraparound services for people experiencing homelessness. 

The City of Tucson Public Housing Authority provides a variety of specialty programs which include housing choice vouchers and public housing units set aside for people experiencing homelessness in need of longer-term housing assistance. These programs ensure vulnerable community members not only escape homelessness but have permanent and safe homes.

Ending Youth Homelessness

The Housing & Community Development partners with Tucson Pima Collaboration to End Homelessness to lead the Tucson/Pima County Youth Homelessness Demonstration Project. Funded by the U.S. Department of Housing & Urban Development, this initiative includes $4.558M in federally-funded services for youth experiencing homelessness in Pima County over two years. The project includes specialized education and employment, housing navigation, diversion, and housing services for unaccompanied youth and young adults in Pima County.

Ending Veteran Homelessness

The Housing & Community Development Department partners with the Southern Arizona Veterans Affairs Health Care System (Southern Arizona VA) to administer the local HUD-VASH Supportive Housing Program for U.S. military veterans experiencing homelessness. This program combined Housing Choice Vouchers administered by the City’s Public Housing Authority with case management and supportive services provided by the Southern Arizona VA to promote long-term housing stability among our community’s military veterans.
