Equal Opportunity Programs

Welcome to the Office of Equal Opportunity Programs (OEOP) web site. OEOP is a branch of the City Manager's Office responsible for the oversight of all anti-discrimination programs and policies as well as the investigation of discriminatory practices and wrongful conduct for the City of Tucson.

OEOP is comprised of the following program functions:

Americans with Disabilities Act Program (ADA)

The ADA is a federal statute signed into law in 1990 to protect the rights of persons with disabilities and provide equal opportunity in employment, equal access to programs, services, and activities, and prohibits housing discrimination.

Barriers

OEOP requests citizens and city employees help identify barriers to accessibility wherever they are found in City facilities or where those barriers impact programs, activities and services for persons with disabilities.

Discrimination Complaints

Discrimination based on disability by an employer, organization, institution, or business entity within the city limits is against the law.

Limited English Proficiency Program (LEP)

Section 602 of Title VI of the Civil Rights Act of 1964, 42 U.S.C. establishes that persons who do not speak English as their primary language and who have a limited ability to read, speak, write or understand English be afforded meaningful access to programs, services, activities and information provided by any entity receiving federal funding.

Language Services/Complaints

The COT has contracted with vendors who provide language services such as written translation and oral interpretation services offered at no charge to LEP persons.

Discrimination Complaints - City Residents

Under Chapter 17 of the Tucson City Code, it is unlawful to discriminate based on: race, color, national origin, ancestry, disability, age, sexual orientation, gender identity, religion, sex, familial status, and marital status.

OEOP may investigate complaints of discrimination in the areas of employment, public accommodation, and housing.

Discrimination Complaints - City Employees

Under Chapter 10 of the Tucson City Code, it is unlawful to discriminate against city employees or applicants for city employment on the basis of race, color, national origin, sex, disability, age, sexual orientation, ancestry, marital status, gender identity, religion, familial status, and/or political beliefs or opinions.

Wrongful Conduct Investigations (Employees and Residents)

City of Tucson Administrative Directive 2.02-4, Right to Report Wrongful Conduct Procedures and Anti-Retaliation Provisions sets forth procedures for an employee or a member of the public to report alleged wrongful conduct they reasonably believe was committed by a City official or employee.

It is prohibited to retaliate against an employee because the employee filed a Wrongful Conduct allegation against a public official or City employee or participated in an investigation.

Certification of Equal Employment Opportunity (CEEO)

City of Tucson Administrative Directive 2.02-1 sets forth procedures for certifying that all employment and promotional opportunities are afforded equally to all employees and applicants for employment.

Mediation Program (City Employees only)

City of Tucson Administrative Directive 2.05-11 Employee Mediation Program establishes the voluntary and confidential process for mediation and encourages mediation as an alternative means of conflict resolution, where appropriate.

The Mediation Program is available to all city employees who have a work-related disagreement or conflict with one or various city employees.

Training

OEOP offers anti-discrimination and workplace conduct training to all City employees and departments. Training topics include but are not limited to: Discrimination & Racism, Diversity & Inclusion, Harassment & Sexual Harassment, Wrongful Conduct & Retaliation and Ethics & Code of Conduct.

EEO Federal Reports

EEOP (Equal Employment Opportunity Plan)

The Federal Government requires the City of Tucson (COT) and the Tucson Police Department (TPD) to submit the EEOP Short Form as recipients of federal funding - grant awards. Regulation found at 28 CFR 42.301 et seq.

EEO-4 Report (State and Local Governments)

Under the Title VII of the Civil Rights Act of 1964, as amended by the Equal Employment Opportunity Act of 1972, all State and local governments with 15 or more employees are required to keep records and to make such reports to the Equal Employment Opportunity Commission as are specified in the regulations of the Commission.
